Forum Restart ?

As I keep getting e-mails recently about new members signing up, there seems to be no posts.

From now on members who sign up, don't post will be banned. I have a hunch that members who sign up are rippers from other sites. So PLEASE POST !!

So yes forum restart, I know i don't see any point in this either but at the least we could all start posting again.
In this restart there will be;
New weekly/monthly competitions,
New banner and forum layout,
Posts will be restarted and rep points too.
